CIB/Regional Planning Program (RPP)

The Permanent Community Impact Fund Board (CIB) helps mitigate socio-economic impacts resulting from natural resource development on federal lands.

The purpose of the Regional Planning Program includes:

  • The core mission of the Permanent Community Impact Fund Board (CIB) is to mitigate socio-economic impacts resulting from natural resource development on federal lands.
  • Through the proposed program the CIB will provide stability for continuous quality planning throughout rural Utah.
  • Provide funds for participating regional Associations of Governments (AOGs) to commit a full-time planner, whose time and responsibilities will be dedicated solely to the core mission and goals of the CIB.

The Permanent Community Impact Fund Board (CIB)

The Permanent Community Impact Fund Board (CIB) provides loans and grants to counties, cities, and towns impacted by mineral resource development on federal lands. Because local communities cannot collect taxes from federal lands, their ability to provide necessities like roads, municipal buildings, water, and sewer service is diminished. To reduce that burden, a portion of the federal lease fees are returned to CIB to be distributed to impacted communities.

The R6 Regional Council (formerly known as Six County Association of Governments) plays several roles in helping communities and counties access those funds. First, the R6 provides a full-time Regional Planner to help communities and counties plan for and access CIB funds for projects. This includes:

  • Assisting communities with creating community development plans sometimes called general plans.
  • Assisting with capital asset inventorying.
  • Capital improvement planning.
  • And other activities that help communities with long term development.

Additionally, R6 provides support for projects that benefit communities and counties in the R6 Regional Council area.

The following calendar shows relevant dates to keep in mind for CIB and the application process.
